- Torture has long been endemic in Egypt's law enforcement system. Since 2013, when Egypt's military removed the country's former president, Mohamed Morsy, the Interior Ministry's regular police and National Security Agency have used torture on a systematic and widespread basis against perceived dissidents to force them to confess or divulge information or to punish them. [This report] is based on interviews with former detainees tortured between 2014 and 2016. The report shows how police and National Security officers use nearly identical methods of torture in different parts of the country. In an environment defined by emergency rule, law enforcement officers in Egypt appear to enjoy a free hand to torture and mistreat detainees as they wish. The report recommends that Egypt urgently establish a special prosecutor or inspector general's office to investigate and prosecute those responsible for torture
