- Based on quantitative analysis and interviews with over 300 people living in facilities in six states, their families, staff, long-term care and disability experts, government officials, and advocates, [this report] demonstrates that inappropriate use of antipsychotic drugs in older people with dementia persists as a pervasive problem despite some recent government efforts to reduce it. The report documents the harm to individuals, the frequent administration of the drugs without informed consent, and the weak deterrent effect of current enforcement efforts. Human Rights Watch calls on the Centers for Medicare & Medicaid Services to employ the significant regulatory and enforcement tools at its disposal to end the inappropriate use of antipsychotic drugs in older people with dementia in nursing homes
