As a large and tense crowd attended 2016 Irreecha - the Irreecha festival is the most important annual cultural event for Ethiopia's ethnic Oromos - security forces on October 2 used tear gas to control the crowd, prompting a stampede. Some security force personnel subsequently fired at members of the crowd. Many people died - from suffocation, drowning, or gunshot. Tensions were already high ahead of the 2016 Irreecha following a year of protests that saw security forces kill over 1,000 people and detain tens of thousands across the country. And in the week that followed the Irreecha, angry mobs of Oromo youth destroyed government buildings and private properties. In turn, the government declared a vague and overly broad state of emergency which lasted 10 months. Based on 50 interviews and analysis of dozens of videos, "Fuel on the Fire" documents the events of that tragic day, describing how the government's management of the 2016 festival exacerbated tensions, underscoring the need for a more measured response from the government at the 2017 Irreecha. The report calls on the government of Ethiopia to direct the security forces to exercise restraint, minimize its role in the 2017 festival and avoid the use of force, or ensure that its use, if necessary, is strictly proportionate
